5. Services provided by the Organisation

a. Name of the service and name of the scheme

(i) Retail Banking services

  • Acceptance of deposits from the general public.
  • Direct lending by the Branches – Non-agricultural and non-farm sector loans.
  • Investment activities as per the provisions of the Banking Regulation Act, 1949 (AACS) and Reserve Bank of India Act, 1934.

(ii) Wholesale Banking through the affiliated DCCBs and PACS.

  • Crop loans for cultivation of various crops through Kisan Credit Cards.
  • Term loans for acquisition / creation / development of assets in agriculture and non-agriculture sector.
  • Reimbursement finance for the DCCBs for fertilizer business, consumer business and other related business of the PACS affiliated to the DCCBs.

b. Beneficiaries of the service

(i) Retail banking

  • General public - Mobilisation of deposits and all other ancillary services like issue of Demand Drafts, provision of locker facilities, ATM facilities etc.
  • Loans both for Working Capital and Block Capital by the Branches.

(ii) Wholesale banking

  • Members of the affiliated PACS of the DCCBs
  • Nominal members of the affiliated DCCBs

c. Benefits of the service

  • Employment generation through Bank finance in rural and urban areas.
  • Provision of banking services in rural and urban areas.

d. Eligibility criteria

  • For crop loans and term loans in the rural areas, members of the PACS having ownership of land. In case of Self Help Groups (SHGs) and Joint Liability Groups (JLGs), group formation is required. Details can be had from the PACS and the branches of the DCCBs.
  • In urban areas, for non-agricultural loans, individual appraisal of the borrowers are done to determine the eligibility. The details can be had from the Branches of the Bank and the branches of the affiliated DCCBs.

e. Procedure to apply (please include required forms documents and formats)

  • At the PACS level, credit limit statements and application forms are available.
  • At OSCB Branch and DCCB Branch level, application forms are available.

f. Time limit for each service (please specify time required for each activity)

  • For deposits, instant services are available across the counters and the ATMs.
  • For crop loans, 15 days from the date of application with all required details.
  • For all other loans, maximum period of one month from the date of application with all required details.

g. To whom application to be sent

  • For crop loans and all agriculture and allied activities, applications are to be submitted with the PACS.
  • For other loans, at the respective DCCB Branches and OSCB Branches.

h. Sanctioning Authority

  • For crop loans and agricultural loans for the members of the PACS, the Board of Directors of PACS.
  • For non-agricultural loans from the Branches, powers are delegated to the authorities specified at the DCCB and OSCB level. Details are available in the Branches.

i) Authority to be contacted for any delay or deficiency in service.

For crop loans and other agricultural loans from the PACS

  • a) Branch Manager of the concerned Branch of the DCCB
  • b) Secretary of the concerned DCCB
  • c) Managing Director, Odisha State Cooperative Bank
  • d) Registrar, Cooperative Societies, Odisha
For all other loans advanced by the Branches of the DCCBs and OSCB respectively :
  • a) DCCB – Secretary of the DCCB
  • b) OSCB – Chief General Manager / Managing Director
6. Grievance Mechanism
  • In case of crop loans and other agricultural loans from the PACS – the grievance can be redressed at the level of Branches of the DCCB concerned. Applications would be received on any working day between 11.00 A.M. and 4.00 P.M.
  • In case of DCCBs – Secretary of the DCCB can be contacted at 3.30 P.M. to 4.30 P.M. from Monday to Friday and 12.30 P.M. to 1.30 P.M. on Saturdays.
  • In case of OSCB – the Managing Director and the Chief General Manager can be contacted from 3.30 P.M. to 4.30 P.M. from Monday to Friday.
