15. Amendment to Rule-24, Rule-26, Rule-32, Rule-33, Rule-35 and Rule-37 of the Revised Orissa Old Age Pension Rules, 1989/subsequent amendment thereof vide W. & C.D. Department Resolution No.9834 dated 31.05.1999. Approved.

           This relates to issue of disbursement of Old Age Pension in the Urban Areas of the State. So far this task had been entrusted to the Block Development Officers in all areas (Rural and Urban) as Drawing and Disbursing Officer (DDO). Government in Panchayati Raj Deptt. in their letter No.9783 dt. 22.9.03 and Memo No.3129 dt. 23.4.04 had decided that this practice should be discontinued since the B.D.Os. do not have procedural jurisdiction over the Urban Bodies.

           This can be handled by declaring the Dist. Social Welfare Officer (DSWO) of the concerned District as D.D.O. in respect of Old Age Pension/Window Pension and Pension to Leprosy affected persons in Urban Areas. They will place the fund with the Executive Officer of the concerned local bodies for disbursement of pension amount.

           This necessitates amendment to the Orissa Old Age Pension Rules, 1989 (Rule 24, 26 and 32).

(i) For amending Rule 24, 26 & 32 as suggested

(ii) For amending Rule 33, 35 & 37 as felt necessary in due course of administering the Old Age Pension Scheme.

The Cabinet accorded post-facto approval to the proposal.
