Cabinet/Council of Ministers Decision 16. Orissa Minor Mineral Concession Rules, 2004. The Cabinet approved Orissa Minor Mineral Concession Rules, 2004. The proposed rules seek to harmonize the existing rules with the provisions of Granite Conservation and Development Rules, 1999 for granite leases. Besides, the rules are being strengthened to address shortcomings such as inadequate safety and environmental protection measures, inadequate provision for prevention of unauthorised removal, illegal quarrying and transportation etc. Provisions are being proposed for exploration of resources of decorative stones, systematic and scientific mining of minor minerals. Further, revision of royalty of different minor mineral has also been made to augments the revenue of the State.
