Cabinet/Council of Ministers Decision 1. Selection of beneficiaries under expanded Antyodaya Anna Yojana. Approved. Previously the beneficiaries under the scheme of Antodaya Anna Yojana were selected only from the existing BPL list. But Government of India in their clarification dated 16.3.2004 instructed that selection of Antyodaya Anna Yojana beneficiaries should not be limited to the existing BPL list. All eligible Antodaya Anna Yojana families who are not presently included in the BPL list may be issued Antodaya Anna Yojana cards and simultaneously included in the BPL list. Moreover, all the primitive tribal communities should be covered under Antodaya Anna Yojana. The Cabinet considered the same and approved as follows: 1. All the primitive tribal groups (16, 361 families) are to be covered under Antodaya Anna Yojana. 2. The remaining target (2,33,639 families) is to be distributed to all districts on the basis of incidence of poverty as reflected in the 1997 survey (rural) and 1998 survey (urban). 3. A family which meets the criteria of Antodaya Anna Yojana may be given the benefit of the scheme even if it is not included in the BPL list. 4. The Sarpanchs, Ward Members and the Ward Councilors should be involved to ensure that the beneficiaries get their entitlements regularly every month. 5. The Collectors may be instructed to complete identification of additional beneficiaries under expanded Antodaya Anna Yojana within a month. 2. Proposal for enacting legislation for converting Ravenshaw College into Ravenshaw Collegiate University. Approved. Having in view the rich heritage and exalted status of the Ravenshaw (Autonomous College), the Cabinet considered the proposal to convert Ravenshaw College into a University which will be the first of it’s kind in the State. the name of the University would be Ravenshaw University. 3. Revision of price of Excise Adhesive Labels. Approved. In the Excise Policy for the year, 2004-05 issued on 13.02.04 it has been decided that the EAL fee for each bottle of IMFL, Beer and Country Spirit pouch/bottle should be enhanced from Re.0.20 paise to Re.0.25 paise from the date of Notification. This nominal enhancement is due to the increased overhead cost on account of procurement, storage etc. The Cabinet considered the same and approved the proposal to enhance the cost of EAL fee to be affixed on each bottle of IMFL Beer and Country Spirit pouch/bottle from Re. 0.20 paise to Re.0.25 paise per label. 4. Proposal for Amendment of the Orissa Legislative Assembly Members’ Family Pension Rules, 1988, consequent upon the amendment of the Orissa Legislative Assembly Members’ Salary, Allowances and Pension Act, 1954. Approved. The Orissa Legislative Assembly Members’ Salary, Allowances and Pension Act, 1954 was amended in 1989. After this amendment, in the event of the death of member who was eligible for pension or already in receipt of pension, his/her spouse shall be entitled to receive as family pension a sum equivalent to such pension till his/her death or remarriage whichever is earlier. But inadvertently the corresponding rule i.e. O.L.A. Members’ Family Pension Rules, 1988 has not been amended for the purpose. But the Family Pension holders are in receipt of their pension as amended in the principal Act. In order to remove the anomaly, the provisions of the said rules are amended suitably by the approval of the Cabinet. 5. Allotment of land measuring Ac.3.500 in Mouza, Samantapuri in favour of Dr. P.C. Rath. Approved. On the request of Dr. P.C. Rath for allotment of land for establishment of Super Specialty Hospital at Bhubaneswar, the land has been allotted at concessional premium. The Cabinet approved the proposal subject to the following conditions : (a) The land will be allotted at 80% concession on premium value of the land. (b) The Institute would provide free treatment to 10% poor and non-paying patients out of the total number of patients. (c) The construction should start within one year failing which the land would be resumed. 6.Allotment of land in favour of Dr. Tara Prasad Das for establishment of Bhubaneswar Eye Research Institute (BERI). Approved. Dr. Tara Prasad Das, MD, L.V. Prasad Eye Research Institute, Hyderabad has requested for allotment of Ac.10.000 of land in the outskirts of Bhubaneswar for establishment of Bhubaneswar Eye Research Institute. The Cabinet approved the proposal subject to the following modifications. (a) The land will be allotted at 80% concession on premium value of the land. (b) The Institute would provide free treatment to 25% poor and non-paying patients out of the total number of patients. (c) The construction should start within one year failing which the land would be resumed. 7. Allotment of land in favour of Pt. Hari Prasad Chourasia for establishment of Gurukula at Bhubaneswar at concessional rate. Padma Vibhusan Pandit Hari Prasad Chourasia requested for allotment of Ac.2.000 of land in Bhubaneswar for establishment of Gurukula in order to impart training to his students of Orissa and Eastern India. The Cabinet approved that the land will be allotted at 80% concession on premium value of the land. 8. Amendment of the Recruitment and Conditions of Service of the Mulia, Mali and Grafter (working in the Arboiculture Organization of G.A. Department) Rules, 1990. Approved. Amendment of Recruitment and conditions of Service of Mulia, Mali and Grafter (working in the Arbo. Organization of G.A. Department) Rules, 1990 was proposed to (a) Change the designation of ‘Mulia’ to that of ‘Sahakari Mali’; (b) Classify Class-IV,Class-III posts as Group-D,Group-C; (c) Change in upper-age limit for entry into Govt. services to 32 years; (d) Provide relaxation in upper age limit for entry into Govt. service in case of candidates belonging to SC, ST, Women, SEBC, PH persons. The Cabinet agreed to the proposal. 9. Exemption of ‘Computers’ from Levy of testing and inspection fees. Approved. In order to give boost the I.T. Industries in the State, the Cabinet decided to exempt computers from the scope of inspection and testing fees. 10. Report of Enquiry ordered in the Tragic death of three students on 10.02.03 by drowning in river Mahanadi near the siphon of power channel in Burla, District Sambalpur. Approved. The report of the Revenue Divisional Commissioner, Northern Division, Sambalpur on the tragic death of school students caused by drowning in river Mahanadi near the Siphon at Burla on 10.02.2003 was placed before the Cabinet and approved. 11. Report of enquiry into the tragic death of two students and injury to three other students of Saraswati High School, Deypur in Kendrapara District on 19th July, 2003. The report of the Revenue Divisional Commissioner, Central Dvision, Cuttack into tragic death of two students and injury to three other students of Deypur Saraswati High School of Ostapur G.P. of Kendrapara District on 19.07.2003 was placed before the Cabinet for approval. The Cabinet approved the recommendations of the R.D.C. (C.D.), Cuttack with the observation that the Collector, Kendrapara will enquire into the source of funds for construction of the school building, the executing agency and fix responsibility for poor quality of construction. 12. Report of inquiry into the Police Firing that had occurred at Kilabira in the district of Jharsuguda on 07.12.2003. Approved. The report of the Revenue Divisional Commissioner Northern Division, Sambalpur, into the police firing in self defense that had occurred near Kilabira, in the district of Jharsuguda on 7.12.03 was placed. The Cabinet approved the recommendations. 13. Capasizing of Boat in Upper Kolab Reservoir on 7.2.2003 - Inquiry Report of R.D.C., (Southern Division) Berhampur. While considering the recommendations of R.D.C. (S.D.), Berhampur, the Cabinet observed as follows : A Committee under the Chairmanship of Development Commissioner-cum-Addl. Chief Secretary and consisting of Secretary, Revenue, Secretary, Commerce & Transport and Secretary, Panchayati Raj as Members, would go into the issues of implementing the Boat Rules as well as auction of ghats and related issues with the objective of ensuring safe ferrying of passengers across the rivers. The Committee will give its report within one month. 14. Development of Special Tourism Area between Puri and Chilika. Approved. A package of incentives and concessions in connection with development of Special Tourism Area between Puri and Chilka was approved by the Cabinet in order to motivate and allure the developers/investors to make substantial investment on creating required tourist facilities of international standard. 15. Amendment to Rule-24, Rule-26, Rule-32, Rule-33, Rule-35 and Rule-37 of the Revised Orissa Old Age Pension Rules, 1989/subsequent amendment thereof vide W. & C.D. Department Resolution No.9834 dated 31.05.1999. Approved. This relates to issue of disbursement of Old Age Pension in the Urban Areas of the State. So far this task had been entrusted to the Block Development Officers in all areas (Rural and Urban) as Drawing and Disbursing Officer (DDO). Government in Panchayati Raj Deptt. in their letter No.9783 dt. 22.9.03 and Memo No.3129 dt. 23.4.04 had decided that this practice should be discontinued since the B.D.Os. do not have procedural jurisdiction over the Urban Bodies. This can be handled by declaring the Dist. Social Welfare Officer (DSWO) of the concerned District as D.D.O. in respect of Old Age Pension/Window Pension and Pension to Leprosy affected persons in Urban Areas. They will place the fund with the Executive Officer of the concerned local bodies for disbursement of pension amount. This necessitates amendment to the Orissa Old Age Pension Rules, 1989 (Rule 24, 26 and 32). (i) For amending Rule 24, 26 & 32 as suggested (ii) For amending Rule 33, 35 & 37 as felt necessary in due course of administering the Old Age Pension Scheme. The Cabinet accorded post-facto approval to the proposal. 16. Orissa Minor Mineral Concession Rules, 2004. The Cabinet approved Orissa Minor Mineral Concession Rules, 2004. The proposed rules seek to harmonize the existing rules with the provisions of Granite Conservation and Development Rules, 1999 for granite leases. Besides, the rules are being strengthened to address shortcomings such as inadequate safety and environmental protection measures, inadequate provision for prevention of unauthorized removal, illegal quarrying and transportation etc. Provisions are being proposed for exploration of resources of decorative stones, systematic and scientific mining of minor minerals. Further, revision of royalty of different minor mineral has also been made to augments the revenue of the State.
